Minutes 10/2/07
Holland Conservation Commission

Minutes of Commission meeting held on October 9, 2007.

Present:  Mary vandenBerg, Chairperson, Steven Anderstrom, Patricia Caron, Howard Fife, Rolf Hilbig and James Wettlaufer.

7:00 p.m.  The minutes of September 25 and October 2, 2007 were read and accepted and will be distributed.

7:05 p.m.  James Wettlaufer, Selectman reported that Tom LaPlante of the Highway Dept. has measured the depth of the water at the dam and found it to be 14” below normal.  The drawdown, which is 2” per day, was to begin on October 9, 2007 but because of the lack of rain the lake is already down.  So the drawdown will be delayed but will eventually be lowered to its customary 24”.

7:10 p.m.  Members signed the Order of Conditions for Roger Perry of 59 Island Rd., DEP File #184-0220 to repair a septic system with a holding tank.  Kristin LaPlante notarized the signatures.

Members signed Vendor Voucher paying The Republican $96.50 for the Legal Ads of: 1) Roger Perry, $47.00 and 2) Robert Ardizzoni, $49.50.

7:15 p.m.  We received a note from Andy Cormier, Jr. of Escape Estates requesting a site visit to Lot 5 Mashapaug Rd. (Andrew Harhay) and 19 Sandy Beach Rd. (John Briere) to verify work completed and evaluate their future projects.  Site visits scheduled for Sunday, October 14, 2007 at 10:00 a.m.  Andy Cormier, Jr. is to be called.

7:35 p.m.  The continued Public Hearing of a Notice of Intent for Robert Ardizzoni of 7 Lake Shore Dr., map R-24-A-1, DEP File #184-0221 to construct a single family home, driveway, septic, well and associated grading was presented by Mark Farrell of Green Hill Engineering.  Present were Robert Ardizzoni and abutters Kathlene and Debora MacDonald.  Maps and a Quitclaim Deed was presented proving ownership by Mr. Robert Ardizzoni to right-of-way that was questioned.  Motion was made to close the Hearing at 8:00 p.m.  All were in favor.  Order of Conditions will be written upon receiving a new deed with the Book and Page for the new lot which will be applied for upon approval by the Planning Board.  The present project plan is conceptionally fine.  Should the Planning Board make changes, further discussion would be required.  Mark Farrell gave us a check for $120.00 paying the Legal Ads of Roger Perry and Robert Ardizzoni.

8:15 p.m.  Gerald Joyal and Donna Possardt of 13 Massaconnic Trail, Map R-07-A-09 presented their Procedure Sheet #2007-1231 to demolish entire building and re-build in existing footprint -  28’ 8” x 42’ and attached shed, 14’ 5” x 6’ 5” – all to be built on piers due to the property being in the flood plain.. On 5-23-2006, they had been approved for an installation of a holding tank with a Determination of Applicability and signing of Procedure Sheet 2006-1068.  Motion was made to approve the project with the condition that erosion controls be in place as agreed to by previous Procedure Sheet #2006-1068 and 2007-1189.

Lacking a quorum, no meeting will be held on October 16, 2007.  Kristin LaPlante, Town Clerk, will be notified.
