Town of Holland, MA—Finance Board
January 8, 2014
Call To Order
The Chairman called to order a meeting of the Holland Finance Board at 7:33 PM on January 8, 2014 in the Holland Town Hall.
Finance Board Members present: Andrew Harhay, Ernest Fancy, John Ebersold and Mike Brady. Selectperson Lynn Arnold attended for the Board of Selectmen.
Approval of Minutes
The draft minutes of the December 18, 2013 and the January 2, 2014 meetings had been previously distributed for review. The minutes were unanimously approved as written. (4-0)
Review of the Police Dept. Budget Proposal: Chief Haughey called the Chairman earlier in the day indicating that he would not be able to attend this evening due to illness. The Chairman will reschedule the Police Department budget review to the January 22, 2014 Board meeting.
Report of the Town Accountant: The Chairman provided the attendees with the FY13 closeout report recently released by Tim Harrison. Members were asked to review the report in preparation for discussion at a future meeting.
General Discussion of FY15 Budget Items: The Chairman provided attendees with a list of items brought up in previous meetings or in the budget submittal sheets. These are items that will require decisions during the budget development process. Items discussed included:
COLA recommendation for FY15.
Salary adjustment requests.
BOH budget needs for Lake water testing and wood recycling.
Status and Funding of OPEB Trust.
2011 Snow Storm cost paydown.
Operating budget funding for roadway projects.
Saving for capital purchases.
Town Hall interior repairs.
The next meeting is planned for January 15, 2014. The primary item will be review of the Police Department budget proposal for FY15.
The Chairman adjourned the meeting at 9:25 PM.
