Holland Planning Board
Meeting Minutes February 11, 2014

Absent: Don Sanders, Rich Polverari
The meeting of the Holland Planning Board was opened at 7:00 pm.
The minutes from the meeting of January 14, 2014 and December 10, 2013 were approved as read.
The need to have an engineer on retainer to consult and advise on issues that periodically arise was discussed. The PVPC has suggested such an arrangement. Lynn has contacted PVPC to determine if they are available to assist the Board with such a project.
In connection to the motion adopted at the last meeting:
“To develop comprehensive By-Laws to address potential wholesale and industrial transportation use in the Commercial District, and other Zoning Districts if applicable, to be presented for a vote at the next Annual Town Meeting”,
Dori will review Zoning By-Laws of other communities to determine if there is language addressing the trucking facilities to determine if there is existing language that can be utilized by the town of Holland for similar situations. Larry has reviewed the Sturbridge Zoning By-Laws regarding this and has determined that this type of situation has been addressed in their comprehensive Site Plan Review criteria. Larry suggested that we address potential Commercial District development issues by establishing more comprehensive Site Plan Review standards that would address issues in all zoning districts including Commercial.
Regarding the extension granted on December 10, 2013 to Joseph Niemiroski on his property at 25 Old Country Road, Larry will draft a letter to property owner explaining conditions of extension.
