Assessors are required by Massachusetts Law to list and value all real and personal property. The Department commits Motor Vehicle excise tax, administers farming, recreational and foresting programs, processes exemptions and abatements, maintains a mapping system for assessment purposes and maintains the computer-based inventory and property records, for all land, buildings and businesses within the town of Holland. The Board of Assessors work under the direction of the Department of Revenue.

The FY 2023 tax rate for the Town of Holland is $13.09 per thousand.

Cyclical Inspections of Property

The Holland Assessor’s office is in the process of doing cyclical inspections of real estate properties throughout the town, as well as inspections for building permits and new sales. The inspections will be done during the coming months with inspectors going door-to-door throughout neighborhoods to do inspections of both the interior and exterior of properties.

The Department of Revenue requires that every community re-inspect its real estate within a nine-year cycle. The state suggests reviewing a portion of properties every year rather than having a huge expense for all inspections in one year’s budget.  As a result, the Holland Board of Assessors inspects some of its property every year. In addition to meeting state requirements, the objective of this project is to assure the accuracy of the Town’s assessing data.
Inspections for building permits and recent sales are also being done by the town’s principal assessor Priscilla J. Clowes who will have a Town identification with her photograph on it. Inspections of the interior of the property will not be done unless a person age 18 or older is present. If no one is available for the interior inspection, a notice will be left on the doorknob requesting that the resident call the Assessor’s office at 413-245-7108 ext. 106 to set up appointment to review the property’s interior.

There will be in some areas of town an independent contract who will have a letter of introduction from the town, on town letterhead, and signed by the principal assessor.
