The Board of Selectmen shall appoint an Emergency Management Director EMD to oversee civil defense and that EMD shall be responsible for the administration and operation of the Office of Emergency Management OEM. The EMD shall act on behalf of the Board of Selectmen and the Chief Municipal Official to build readiness for coordinated operations in both peacetime and attack-caused emergencies.

In carrying out the provisions of the Civil Defense Act, as described in c. 639, the EMD, subject to approval by the Board, shall have the authority to enter into contracts, and to incur obligations necessary to combat disaster, if a disaster occurs, for the purpose of protecting the health and safety of persons and property, and for providing emergency assistance to victims.

The EMD shall adhere to Attachment 6 of the (APR 2022) Comprehensive Emergency Management Plan CEMP, EMD SOP, serve under joint action arrangements, and work with the other operating departments of the town, as well as non-governmental groups and the public in order to coordinate emergency preparedness, response, recovery, and mitigation.

The EMD shall coordinate with emergency management partners and community officials to identify risks and hazards in the community and coordinate the development and implementation of the CEMP and all other hazard mitigation plans and strategies. The EMD shall be responsible for advising the Board of Selectmen or the Chief Municipal Official on courses of action available for decision-making during an emergency.

The EMD shall act as the Emergency Operations Center EOC manager any time an EOC is activated and oversee those responsible for the implementation of EOC plans and ensure all are well-versed in their roles and responsibilities. The EMD shall periodically brief participating officials on their emergency management roles and ensure that the CEMP and all other plans are reviewed, revised, and adopted in accordance with plan maintenance policies.
